True but there are some incredible low budget indie games out there. Minecraft, Frozen Synapse, Limbo, Braid...

There are still people coding games because they love to play.

Do you think "Angry Birds" or "Limbo" took more time/money than say...Dragon Age 2? I'd say far less. Still plenty of man hours but far less resources working them on a far greater product.
